Job Description

The Human Resource & Administration Manager MAAMBA ENERGY Limited (MEL) is jointly owned by Nava Bharat Singapore Pte. Limited and ZCCM-IH plc. The Company owns and operates a large-scale coal mine and has also constructed and operates a 300 Mega Watt Coal fired Power Plant in Phase I to cater for the growing demand for power in Zambia.

MAAMBA ENERGY is looking for dynamic and young safety professionals who want to build a career for themselves with a large and professionally managed company located at Maamba, Sinazongwe District, Southern Province. The position on offer is: –

Job Title: SUPERITENDENT – Health and Safety

The successful candidate will be part of the SHEQ Department and will report to the Senior Manager, SHEQ.

Main Purpose of the Job

  • To provide direction and guidance to the management team and employees on safety related issues within the workplace.
  • To be accountable for the implementation of the Health and Safety Management system.
  • To maintain and regularly review all related documentation in line with legal requirements
  • Plan, control, co-ordinate and administer MEL’s safety operations and activities and promote and maintain a high safety and health standard in accordance with governing safety/mining statues in order to protect employees, operations and property.
  • Ability to evaluate safety practices, procedures, programs, attitudes and awareness and to recommend methods of improvement

Key Responsibilities

Office Responsibilities:

  • Ensure that all employees in MEL access and understand the policies and procedures in the company safety management system.
  • Developing the capability of all peer roles and relevant direct reports.
  • Perform any other duties as and when assigned by SHEQ or other MEL Departmental leaders.
  • Create plans/initiatives to improve health and safety in the MEL
  • Lead safety personnel teams and assess project activities
  • Ensuring that all record keeping, and reporting is done to an appropriate standard through the provided system in control
  • Ensure that subordinates act in accordance with the Occupational Health and Safety Management System requisites
  • Communicate and implement new safety systems, procedures, processes and policies, as required.
  • Will look beyond the immediate risks to identify potential latent failures that are in the company processes and set in place processes to mitigate against these risks.
  • Safety Superintendent will be a direct resource and provide daily guidance to deal with safety issues that arise.
  • Audit operational areas against the Health and Safety Management System standards and assist with improving compliance levels.
  • Provide strategic direction and input towards a more systematic approach to overall health and safety management at sites ensuring a continual improvement approach in line with ISO 45001
  • Monitor, report and review incidents, review recurrent events, and assist in development / implementation of remedial actions.
  • Support the organizational culture of Maamba Energy Limited and actively promote its translation in terms of safety related activity
  • Provide support and participate to the implementation of the Visible Field Leadership program on site.
  • Ensure all Legal appointments are in place per department and ensure the company complies with all relevant health and safety regulations and standards.

  • Perform Risk and Review risk assessments and implement all recommendations/ remedial actions are put in place
  • Training Programs: Develop and conduct safety training programs for all employees, including new hire orientations and regular refresher courses.
  • Safety Meetings: Organize and lead regular safety meetings to discuss safety issues, updates, and improvements.

Field Responsibilities:

  • Site Inspections: Conduct regular site inspections to identify potential hazards and ensure compliance with safety policies and procedures.
  • Hazard Identification: Identify and evaluate hazards in the field, and implement effective control measures to mitigate risks.
  • Incident Response: Lead investigations into field-related incidents, accidents, and near-misses, and develop strategies to prevent recurrence.
  • Safety Equipment: Ensure that all field employees have access to and use appropriate personal protective equipment (PPE).
  • Emergency Preparedness: Implement emergency response plans for field operations, including drills and training.
  • Communication: Serve as the primary point of contact for field staff regarding safety concerns and provide guidance and support as needed.
  • Safety Culture: Promote a strong safety culture among field employees through regular communication, training, and reinforcement of safety practices.

Team Management:

  • Manage SHEQ staff according to well defined job descriptions and monitor performance against set targets;
  • Undertake administrative work involving staff development, discipline, motivation and resolution of work-related problems;
  • Control Department’s cost and ensure expenditure is within budget;
  • Identify adverse safety tendencies from accident data;
  • Determine alternate safer ways of doing work;

Promote Health and Safety Management Systems:

  • Advise management and assist with the implementation of new or existing SHEQ related legislation;
  • Implement MEL SHEQ Policies
  • Communicate SHEQ policies at work sites such as health and safety meetings and also post it for reference (i.e. bulletin boards, lunch rooms);
  • Include SHEQ Policies as a part of new worker orientation;
  • Actively promote the Company’s SHEQ policies, and procedures.
  • Ensure each employees commitment to health and safety and build it into performance reviews at all levels;
  • Guide, mentor and supervise all actions by various departments as relates to SHEQ Integrated Management System implementation;
  • Maintain all records as required by SHEQ Integrated Management System

Job Specific Key Competencies

  • Required to work under pressure.
  • Excellent interpersonal and presentational skills and be able to build relationships with external partners.
  • The ability to be able to solve problems, interpret complex issues and motivate others to work to the best of their ability is essential

Experience

  • A minimum of 6 to 10 years’ experience in a similar role and environment.
  • Experience in Safety administration in a mining environment.

Qualifications

  • Grade 12 certificate
  • Degree in Safety Management from a reputable institution and
  • Certificate in first Aid.

Knowledge:

  • Knowledge of ISO14001 and ISO 45001
  • Knowledge of Mining Regulations and Explosives Regulations; and
  • Knowledge of Environmental Regulations.
