Job Description

The Civil Society Self-Coordinating Mechanism, hosted by Family Development Initiatives (FDI), and with funding from the Global Fund to fight AIDS, TB and Malaria through the Churches Health Association of Zambia (CHAZ) is implementing a Health Systems Strengthening Program (HSS) and Equity Accelerator Fund Program for the Zambia Global fund Grant.

The Civil Society Self-Coordinating Mechanism (CSSCM) is a body that was put together to facilitate CSO dialogue to strengthen coordination, collaboration and effective engagement in the national response to HIV, TB, Malaria and other disease epidemics. The CSSCM identifies CSO technical support needs, builds their capacity based on their needs and coordinates CSOs including key population and vulnerable groups to strengthen their participation in the multi-sectoral national response to HIV, TB, Malaria and other diseases.

The CSSCM is made up of CSOs represented by 8 demographic constituencies (groupings based on areas of concern) as follows: Persons living with HIV (PLHIV), Persons with disabilities (PWD), faith-based organizations (FBOs), key populations, youths, women, tuberculosis & malaria.
To successfully operationalize this entity to implement various projects, the CSSCM seeks to engage an experienced consultant on a short-term contract to facilitate the development of the following documents:

1) CSSCM Constitution and Board Charter.
2) Organizational Standard Operating Procedures (SOPs): finance and accounting policy, human resource manual, resource mobilization strategy, and advocacy strategy
3) A standard memorandum of understanding (MoU) template for key stakeholders
4) Strategic and operational plans
5) Monitoring and evaluation framework

The consultant is expected to submit a report and the developed documents using PowerPoint to CSSCM steering committee for input before submitting the final report and two copies of each of the developed documents.

Position Overview:

This is a short-term consultancy position that will lead to the operationalization of the Civil Society Self-Coordinating Mechanism (CSSCM). This consultancy is for 25 days from the date of engagement.

Qualifications and Experience:

Education: A master’s degree in public policy, project management, business administration, public health development studies, or a similar field. A PhD would be advantageous.
Experience: At least 5 years of experience developing organizational operational documents, working on global fund, PEPFAR, UN agencies, or Ministry of Health documents, engaging in high-level civil society discussions on HIV/TB/Malaria and other epidemics, experience in grant writing and fundraising for CSOs, knowledge of Zambia’s registration entities and their requirements, acquaintance with Zambia’s marginalized populations, and gender sensitivity.

3) Excellent organizational, planning, and presentation skills.
4) Excellent communication and interpersonal skills
5) Experience in capacity building and organizational development.
6) Previous experience in conducting research, stakeholder analysis, or capacity assessments.
7) Proficiency in qualitative data analysis tools like ATLAS.ti and NVivo.
8) proven record as a team leader in policy and governance document development
9) Ability to work independently and as part of a team.
