Job Description
Development Aid from People to People (DAPP) is a nationally registered NGO working with development projects in the fields of education, health, agriculture and other poverty alleviation programmes. Projects are carried out in all the provinces of Zambia reaching over 1 million people. Key funding partners include the Government of Zambia, national and international development organisations (CDC, USAID, EU, Global Fund, WFP and more) as well as private sector organisations.
DAPP Total Control of the Epidemic (TCE) is inviting a suitably qualified and experienced personnel to apply for the position of TCE & OVC Provincial Technical Lead for Eastern Province.
DAPP TCE is a community-based HIV prevention and retention project to support the attainment of the strategic 95-95-95 HIV targets and other HIV related targets to achieve and sustain HIV epidemic control. This include OVC programming including economic strengthening of families. The project is funded by Centre for Disease Control and Prevention (CDC).
DAPP TCE Project objectives:
Objective 1: To ensure that all individuals identified as HIV negative are enrolled in age/population appropriate prevention services so that they remain HIV negative and ensure no missed opportunities for Adolescents and Young Persons (AYP).
Objective 2: Develop and implement strategies to bring clients experiencing interruptions in treatment back into care and ensure person centred services to sustain the 95-95-95 cascade across sub-populations.
Objective 3: Provide TA to PHOs in community case management for children on treatment through the ‘Sungani Bana’ initiative.
Objective 4: Improve health and welfare for children and adolescents infected with or affected by HIV and increase resilience of their caregivers through the OVC Project (only in Western and Eastern Provinces).
NOTE: This position is on contract basis up to August 2025 with a possibility of renewing depending on continued funding for the project.
Summary of Roles and Responsibilities:
- Provide technical assistance to the TCE Project Management Team related analyzing of results, available opportunities and tendencies within the HIV and OVC programming.
- Provide technical assistance to the PHOs in the implementation of the Sungani Bana Initiative.
- Develop / Improve Standard Operational Procedures (SOPs) and build capacity in the staff to use them.
- Assess the gaps in implementation in every Health Facility catchment area and discuss with the implementation team the way forward to improve.
- Conduct regular field visits to monitor quality and efficiency of project implementation and quality of data collection processes.
- Lead the M&E Team in the Province to ensure quality of data collected, analyzing and utilization of data as well as documentation of project results.
- Attend high level meetings and project visits such as dashboard meetings, DQA visits and SIMs visits with CDC etc.
- Stay updated with the latest developments in M&E methodologies, HIV/TB interventions, and global HIV/TB initiatives. Participate in meetings, workshops, and conferences to represent the organization and contribute to the broader HIV/TB epidemic control and prevention community.
- Contribute to positive relationships and collaborations with stakeholders.
- Developed learning materials such as abstracts, success stories, power point presentation of results etc. to disseminate results and best practices.
Qualifications:
- Degree in Public Health, Development Studies or similar qualifications.
- At least three years’ relevant work experience in providing technical assistance towards Health and HIV Activities in a complex, multi-year health sector development projects.
- Strong diagnostic, analytical and problem solving skills and presentation skills.
- Ready to revise M&E protocols and systems in order to adopt changed funding agency demands.
- Vast experience with M&E work and direct supervision of staff in implementation of monitoring and evaluation activities.
- Understanding of the political and ethical issues surrounding HIV prevention, care, and treatment, also of key populations.
- Excellent written English and oral communication skills to all levels of staff, with good report writing skills.
