BACKGROUND

In July 2023, the World Food Programme (WFP) Zambia commenced a new five-year Country Strategic Plan (CSP), informed by and aligned with national and United Nations priorities and global commitments under the Sustainable Development Goals (SDGs). It embraces the Government’s long-term Vision 2030; aligns with 16 key strategic areas of the 8th National Development Plan (NDP8); and contributes to the joint Zambia-United Nations Sustainable Development Cooperation Framework (UNSDCF). Advancing the global WFP Strategic Plan (2022-25), the CSP addresses SDG2 and SDG17, and WFP’s Strategic Results 1, 2, 3, 4 and 5. Under the CSP, WFP will implement seven activities to achieve five Strategic Outcomes (SO). These include: (SO1) responding to crises and shocks ensuring that crisis-affected people, including refugees, are able to meet their urgent food and nutrition needs; (SO2) addressing the root causes of malnutrition; (SO3) building resilience, enabling environment and market access for smallholder farmers, especially women; (SO4) supporting government institutions to provide social protection systems (including home grown school meals) and disaster preparedness and response; and (SO5) improving access to supply chain services for humanitarian and development actors.

PURPOSE OF THE ASSIGNMENT
WFP Zambia seeks short-term consultancy services to conduct a desk review on disability related barriers, enablers, and social norms for engagement of persons with disabilities across WFP value chains. WFP is known for its ability to deliver food assistance rapidly to people in need, especially in humanitarian crises caused by conflict, violence and natural hazards. WFP is increasingly shifting its focus to better support host governments and strengthen their capacities to achieve the Sustainable Development Goals, and Goal 2 (zero hunger) in particular. As it delivers on its humanitarian and development mandate, WFP is committed to advance the rights and well- built with stakeholders on all disability related barriers, enablers, and social norms for engagement of persons with disabilities.

In November 2020, WFP approved a Disability Inclusion Road Map along with a resource and implementation plan with the Asia Pacific as the initial pilot region. The Road Map supports the implementation of the Secretary General’s 2019 UN Disability Inclusion Strategy (UNDIS) and WFP’s obligations more broadly regarding disability inclusion. On 17 November 2021, the Road Map was officially extended until the end of 2022. Beyond 2022, WFP has incorporated disability inclusion into its Strategic Plan for 2022-2025 outlining three goals: to realize the meaningful participation and inclusion of persons with disabilities in all operations and programming; to integrate disability inclusion as a key consideration for management and support functions; and to become an employer of choice for persons with disabilities.
In turn, the WFP Zambia country office leadership expressed interest in being a pilot country that will champion DI in the region. In Q4 2023, the Global Disability Inclusion team conducted a mission to better understand the current state of disability inclusion in the CO and to map entry points for DI in the future. As DI takes a whole of organization approach, the scope of this is to look from both through programming across both the saving lives and changing lives spectrum; but also looking at internal operations e.g. talent acquisition, people management, facilities, livelihoods promotional activities etc.

KEY RESPONSIBILITIES

  • Conduct desk review and consult with stakeholders on all disability related barriers, enablers, and social norms for engagement of persons with disabilities.
  • Identify, document, and recommend the key entry points of engagements for persons with disabilities to meaningfully participate in the value chains.
  • Identify linkages and support mechanisms needed to foster equitable participation of persons with disabilities in WFP value chains.
  • Conduct stakeholder consultations especially with front-line staff and beneficiaries to identify disability barriers and collect recommendations to address them.
  • Draft report with recommendations for WFP Zambia CO to implement across all the strategic outcomes.

OUTPUTS

  • 1 draft report, with maximum 2 rounds of feedback from WFP;
  • 1 final report, including a section of recommendations for WFP CO;
  • 1 report annex including a description of the desk review methodology and a list of resources reviewed and stakeholders engaged.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:
Advanced degree in one or more of the following disciplines: social sciences, development studies, international relations, sociology or other relevant field.

Experience:

  • At least 6 (six) years of professional experience in relevant areas and at least 4 (four) years progressively responsible professional experience in disability inclusion for development projects and/or disability inclusion in a humanitarian assistance context.
  • Experience conducting value chain analysis is mandatory.
  • Experience in operational research and programme design in the areas covered under this TOR is preferable;
  • Experience in Zambia and/or the Southern Africa region is preferable.
    Knowledge and Skills
  • Strong analytical, written and oral communication skills, as well as conceptual thinking are essential.
  • Client orientation with excellent interpersonal skills.
  • Proven ability to produce outputs independently, while at the same time seeking innovative ways to integrate areas covered by this TOR in the work of other relevant units.
  • Languages: Excellent command of English and at least 3 of the seven key local languages (written and spoken) is essential.
