Job Description

1. Background

Stewards Globe Limited, trading as Afriseed, is implementing the Markets and Seed Access Project (MASAP) in partnership with NIRAS Zambia Ltd., with support from the Swiss Agency for Development and Cooperation (SDC). MASAP aims to enhance the resilience and food security of smallholder farming communities through improved seed systems, strengthened market linkages, and inclusive capacity building.

Aligned with SDC and NIRAS’ integrity and anti-corruption policies, the project is committed to zero tolerance on fraud, bribery, sexual harassment, and other forms of malpractice. To uphold these principles, MASAP will conduct a targeted training on Fraud Awareness and Corruption Detection to build staff capacity to identify, report, and mitigate risks associated with financial irregularities and unethical conduct.

Given the critical nature of transparency and integrity in donor-funded development projects, MASAP emphasizes strict compliance with anti-fraud, anti-corruption, and good governance standards. These are anchored in the NIRAS Business Integrity and Ethics Policy and the FDFA Code of Conduct for Contractual Partners.

This TOR outlines the scope, objectives, and expected deliverables for the delivery of a comprehensive training program on fraud awareness and corruption detection for 25 MASAP project staff and stakeholders based in Lusaka.

2. Training Purpose

The purpose of this training is to build awareness, enhance technical capacity, and foster a culture of ethics and compliance among MASAP project personnel. It is designed to ensure that the project staff:

Understand the risks and manifestations of fraud and corruption in development programming.
Are equipped with preventive tools and techniques to identify red flags and vulnerabilities.
Are well-versed in institutional reporting protocols and legal frameworks.
Can effectively promote and uphold a zero-tolerance approach to misconduct in all project activities.
This training contributes to MASAP’s broader commitment to accountability, responsible project implementation, and institutional strengthening.
