Plan International has worked in Zambia since 1996 and currently working in over 46 communities. It has its Country Office in Lusaka and Program Area Offices (PAs) in Central, Luapula and Eastern Provinces.
The organization is guided by a Country Strategy (CS) 2022 – 2026, which outlines Plan International Zambia’s programmatic ambitions with a specific focus on SOYEE, IQE, SRHR and ECD. Gender, child protection, influencing, and climate change remain cross cutting issues. The CS has a specific focus vulnerable and excluded children particularly adolescent girls, as they are often the most marginalized and most often left behind.
SURVEY BACKGROUND
Plan International Zambia (PIZ) aims to empower vulnerable and excluded young people, particularly young women, by building resilience and engaging them in decent work. This will involve implementing a multifaceted approach that tackles gender disparities, enhances education and skills development, and fosters an inclusive labor market.
The Integrated Project on Empowering Girls and Youths for sustainable Development project wishes to conduct a labor market assessment to gain in-depth insights into local labor market trends and opportunities for young people.
Central Province of Zambia faces challenges in providing decent employment opportunities for its youth. To address this, a comprehensive labor market assessment is required to identify trends, opportunities, and constraints.
ACTIVITY MAIN OBJECTIVES & METHODOLOGY
Objective:
Conduct a labor market assessment to gain in-depth insights into local labor market trends and opportunities for young people (15-35 years) in Central Province (Chibombo, Chisamba, Kapiri-Mposhi and Kabwe districts) in Zambia.
Specific Objectives:
1. Analyze labor market supply and demand.
2. Identify key sectors and industries with potential for youth employment.
3. Examine skill gaps and mismatches.
4. Assess existing education and training programs.
5. Investigate entrepreneurship and self-employment opportunities.
6. Understand social and cultural barriers to youth employment.
7. Recommend strategies for improving youth employability.
Methodology:
1. Literature review of existing reports and data.
2. Stakeholder interviews (government, private sector, education institutions).
3. Focus group discussions with youths.
4. Surveys of employers, employees, and job seekers.
5. Data analysis using labor market indicators.
*** The survey has to be conducted and completed within 58 Days after purchase order/ Contract is issued to the successful Bidder.
Some Key Research Questions:
1. What are the dominant sectors and industries in Central Province-Kabwe, Chibombo, Chisamba and Kapiri Mposhi (Primary Data) as well as in Zambia (Desk Review/ Secondary Data)?
2. What skills are in demand, and what skills do young people possess?
3. What are the main challenges facing youth in accessing employment?
4. How effective are existing education and training programs?
5. What entrepreneurial opportunities exist for young people?
EXPECTED QUALIFICATIONS
Plan International Zambia is looking for a qualified, highly self-motivated, enthusiastic and innovative consultant/consulting firm with the following skills and qualifications:
- Team lead must possess a post graduate degree or PhD preferred in Social Sciences and must have extensive experience in research, baseline surveys and evaluations, particularly in the areas of gender and labor market surveys.
- Minimum of 5 years’ experience in conducting similar studies.
- Experience in managing and supervising surveys in large scale and ability to ensure accurate information and data and meeting the deadline.
- Proficiency in statistics.
- Experience in the design of methodology, tools and questionnaires related to gender, youth economic empowerment, youth and rural livelihoods, and other social development issues,
- Experience in data collection and analysis using participatory methodologies.
- Experience in training data collectors.
- Good interview and analytical skills.
- Fluency in English, Ability to work with communities in relevant local Languages.
