Job Description

1. DIVISIONAL MANAGER

Main Purpose of the Job:
Reporting to the Technical Director, the job holder will be responsible for the technical and commercial operations in the Division by ensuring that water supply and sanitation services are provided in an efficient and sustainable manner.

Main Accountabilities:

  • Develops Divisional operation plans and oversees implementation to ensure delivery of quality water and sanitation services.
  • Coordinates the Division maintenance works in liaison with Technical Asset Management to ensure continuity of service delivery.
  • Ensures that raw water sources are safeguarded against pollution by continuous monitoring of quality of raw water and ensuring immediate implementation of remedial action in the event of unacceptable pollution levels.
  • Implements all company policies and programs at the Division to ensure that staff welfare, customer care, implementation of Maintenance Management system (MMS) in liaison with key departments concerned.
  • Prepares and submits periodic reports covering the operations of the Division for Senior Management information and decision making.
  • Represents the Company in all developmental and communication meetings with Key stakeholders in the Division. Ensures information flows through meetings, memos, and seminars.
  • Chairs Divisional management and family meetings, attends and presents the Division’s monthly report at the Bi-Weekly Executive meetings at Head Office.
  • Makes periodic visits at least once a month to operational areas such as treatment plants, sewer ponds, and booster stations to see firsthand, the status of operations.
  • Oversees the preparation of and implementation of the Division’s annual budget as well as Strategic Corporate and business plans and ensures that expenditure at the Division is within the approved budget.
  • Supervises, coaches, motivates, develops and disciplines subordinates. Monitors, reviews, and agrees on the performance of subordinates to ensure that they meet their agreed performance targets.

Knowledge and Skill Requirements:

  • Grade 12 Certificate with a minimum of 5 ‘O’ Levels.
  • Degree in Mechanical, Civil, Environmental, Water or Chemical Engineering.
  • Registered Engineer with Engineering Institute of Zambia (EIZ).
  • Minimum of 7 years’ post-qualification experience in a similar role in a comparable institution.
  • Professional Member of the EIZ and Registered with the Engineering Registration Board (ERB).
  • Good understanding of organizational dynamics and technical processes and policies.
  • Good understanding of engineering principles and water utility operations.
  • Able to anticipate challenges and opportunities which may arise from customers, regulatory, technological, and sector changes and translate these into coherent strategies.
  • Experience in commercial processes.
  • Ability to work in a fast-paced working environment.
  • A wide range of creativity and latitude is expected.

2. ASSISTANT ENGINEER SANITATION

Job Purpose:
To implement planned maintenance programmes and supervise maintenance crews engaged in the repair and maintenance of sewage collection networks, Treatment, and maintenance of sewage ponds.

Summary of Main Accountabilities:

  • Manages and maintains sanitation infrastructure operations in Urban and Rural parts.
  • Prepares reports and keeps up to date with changes in legislation and guidelines.
  • Participates in the daily planning, organization, and operation of the functional work groups and provides input to private property claims related to sewer connection blockages.
  • Supervises sewage reticulation system repairs and also undertakes monthly and quarterly work programmes as planned.
  • Responsible for implementing Feacal Sludge Management (FSM) in Urban and Rural parts.
  • Ensures surroundings to sewage plants and ponds are kept clean and properly landscaped.
  • Ensures that proper records of works, materials, staff, and equipment as well as faults and repairs are kept and up to date to aid management decision-making.
  • Ensures to enforce good performance and discipline of staff.
  • Monitors, reviews, and agrees on the performance of subordinates to ensure that they meet the agreed targets.

Knowledge and Skill Requirements:

  • Grade 12 Certificate ‘O’ Levels.
  • Bachelor’s Degree in Environmental, Water, or Civil Engineering.
  • Registered Engineer with Engineering Institute of Zambia (EIZ).
  • At least 3 years’ experience in a similar role.

3. MECHANICAL ENGINEER

Job Purpose:
To coordinate all maintenance of mechanical installations, Heavy Duty Automobile and other equipment and provide an advisory role to ensure efficient, reliable, and safe mechanical operations for enhanced, reliable, and sustained productivity.

Summary of Main Accountabilities:

  • Plan, organize, direct, coordinate, and administer the operations of mechanical maintenance section.
  • Design, develop, and test all mechanical equipment and pumping systems focusing on safety, efficiency, and reliability.
  • Plan and pursue a safe, successful, timely, and economical mechanical maintenance and repair service for all pumping systems and plant water network/services.
  • Prepare specifications for purchases of mechanical equipment and materials.
  • Estimate material, labor, or equipment installation/repair cost for budget preparation purposes.
  • Liaise closely with Manager Technical Asset Management within the program area to provide guidance and explore opportunities for out-performance from mechanical innovations.
  • Ensure the requirements of Minimum Asset Standard (MAS) are adhered to and offer challenges when applicable.
  • Coordinate all installation of mechanical installations, maintenance works, support, documentation, and testing activities to ensure compliance with specifications, codes, and utility requirements.
  • Provide oversight on the maintenance of all mobile equipment and fixed equipment/plant.
  • Supervise, coach, and train subordinates.
  • Undertake any assignment as guided by the supervisor.

Knowledge and Skill Requirements:

  • Grade 12 Certificate ‘O’ Levels.
  • Bachelor’s degree in mechanical engineering.
  • 5 years post-qualifying experience in a similar role.
  • Experience in mechanized plant and process industry.
  • Experience in installation, commissioning, and maintenance of pump sets and pumping systems. Pump system design and equipment condition monitoring.
  • Member of EIZ and Registration with ERB.

4. ASSISTANT ENGINEER – NON-REVENUE WATER

Job Purpose:
To supervise both field and office activities, to reduce NRW levels to targets that have been set. The occupant of the position shall lead the implementation of NRW Reduction Plan, as well as lead and guide collection and analysis of NRW data.

Summary of Main Accountabilities:

  • Plan, organize, direct, coordinate, and administer the operations of mechanical maintenance section.
  • Undertake inspections in liaison with the Division team to identify leaks, illegal connections, and other sources of water loss.
  • Lead and coordinate leak detection and monitoring at the Divisions and provide quick action to repair the pipe leaks.
  • Prepare and implement system rehabilitation and leakage control plans and liaise with the Network Maintenance team and other relevant teams to ensure timely detection, repair, and replacement of faulty or damaged parts.
  • Ensure continuous monitoring of the NRW level in all DMAs established.
  • Ensure all NRW-related activities carried out by field staff are in accordance with the SOP set.
  • Perform any other duty, relevant to NRW Reduction, as assigned by the Manager Non-Revenue Water.
  • Disseminates new and modern information and techniques for Non-Revenue Water reduction and management to MWSC entire fraternity.
  • Collating and analyzing NRW data and advises MWSC on progress and any interventions that may be necessary at any point in time.
  • Assists MWSC in sensitizing customers on NRW management.
  • Advises MWSC on specific resource requirements for each zone and project with regard to NRW management strategies and issues in its area of jurisdiction.
  • Maintains and administers the pooled NRW reduction resources like leak detection equipment, ultrasonic flow meters, among others for use by MWSC.

Knowledge and Skill Requirements:

  • Grade 12 Certificate with a minimum of 5 ‘O’ Levels.
  • Bachelor of Civil, Mechanical, or Water Engineering.
  • Member of EIZ.
  • 3 years’ experience in a similar role in a comparable institution.
  • Conversant with water supply and sanitation issues.
  • In-depth understanding of municipal services and language.
  • Ability to design and implement water and sanitation infrastructure.
