We Effect 1. Introduction We Effect is a development organisation founded in 1958 by the cooperative movement in Sweden. We work in more than 20 countries in Asia, Eastern Europe, Latin America, Africa, and collaborate mainly with member-based organisations consisting of women and men who live in poverty. We Effect Southern Africa consists of four countries with programmes in Zambia, Zimbabwe, Mozambique and Malawi. Our values are respect, transparency, and togetherness. We Effect works in the thematic fields of, sustainable rural development and adequate housing. We Effect applies a human rights-based approach in our programmes, assisting people living in poverty to secure their rights and entitlement to adequate living conditions and broad empowerment. We Effect targets women in partner organisations to secure them the same rights and entitlements as men, especially to have access to and have control over productive resources. Partner organisations include farmer organisations, housing cooperatives, and savings and credit association. The We Effect Zambia Country Office is implementing a Women’s Economic Empowerment Project in selected districts of Zambia, in three provinces namely: Southern, Eastern and two districts in Western Province. The overall objective of the proposal is to; Advance women’s economic empowerment to ensure the capacity of women to participate in, contribute to and benefit from agricultural value chains and processes in ways that affirm the value of their contributions, respect their dignity, promote equality. The project will be women-led and women-centred, which means it will complement other projects supported by We Effect. We Effect is going to work with Women for Change, Heifer International Zambia, Zambia Land Alliance and the District Women Associations (DWAs). The project objectives include the following. 1. Increase women’s agency and decision-making power at household and community levels to address barriers to women’s economic empowerment. 2. Address institutional barriers that limit women’s economic advancement in agricultural value and market chains. 3. Strengthen women’s voice and collective power at community level to increase access to, control of and ownership of productive (e.g. physical assets, land) and financial assets among women through women-led cooperatives, land tenure and financial inclusion. The core strategy is to strengthen cooperatives of women and men living in poverty through membership-based democracy, long-term economic thinking, social responsibility and transparency. 1. The Assignment The Women’s Economic Empowerment (WEE) project seeks services for drilling and equipping commercial boreholes to strengthen business development capacities for its partners. The borehole support irrigation purposes, serve the community and provide water for livestock under the Choma, Lundazi and Kalomo District Womens Association (DWDA) We Effect now invites proposals to provide the following services: 1. Drilling of 3 Commercial boreholes in different locations as below: a. Choma – Mbabala Area b. Kalomo – Simayakwe Area c. Lundazi – Mphamba Area The assignment is for supply of borehole with ‘sweet’ water (i.e. Clean non-Salty water) and suitable for human consumption. Each stage should clearly state the costs to be incurred. 1. Mobilization and Demobilization to the selected site. 2. Drilling of boreholes minimum depth should be 80 meters with possibility of exceeding based on the geographical location. 3. Supply and Installation of Solar powered pumps including solar system to power the pumps 4. Supply and Installation of water Tanks and tank stands 5. Reticulation and Civil works: For each of the Boreholes drilled, a water kiosk installed with 2 taps to service the community as a communal water point with tap locking mechanisms is required and drinking trough for livestock. 6. Irrigation :Drip irrigation systems and Wire fencing for area of coverage as follows: 1. Choma – 3 hectares 2. Kalomo – 3 hectares 3. Lundazi – 2.5hectares 2. Instructions to bidding suppliers: All areas have been sited and siting reports will be shared with selected bidders Language for RFQ: English All prices should be quoted in: Zambian Kwacha and include Value Added Tax Suppliers should attach the following documents Cover letter PACRA Certificate of Registration Valid ZRA Tax Clearance Certificate NCC Engineering Institute 0f Zambia Valid WARMA Certification Filled out BoQ/Quotation valid for 30 days Three Traceable references or Three Purchase Orders of Similar executed works. The applicant/supplier should have no pending litigation status that would negatively affect this contract/ bid declaration. All Applicants should choose a slot they are interested in. Evaluation criteria: Quotations shall be evaluated to determine the best value and most technically acceptable offers that meets We Effect ’s delivery schedule and budget requirements: a) Financial Offer b) Delivery schedule/Clear timelines preference for the shortest possible delivery period c) Previous similar works i.e drilling commercial boreholes, irrigation systems installations, water testing etc d) Detailed Workplan e) Mandatory documents i.e company registration, valid certifications etc 4.
