Senior Human Resource Officer  

Living Water International (LWI) is a global Non-Governmental Organization that exists to demonstrate the love of God by helping communities acquire desperately needed clean water, and experience “living water” (the gospel of Jesus Christ) which alone satisfies the deepest thirst. Living Water provides safe drinking water, Christian Witness, Sanitation and Hygiene Education to vulnerable communities in about 18 countries including Africa, South East Asia, Latin and Central America, and the Caribbean.

A vacancy exists in Zambia for the position of Senior Human Resources Officer to be based in Chipata:

The Senior Human Resources Officer shall report to the Project Manager with a matrix reporting line to the Human Resource Manager.

Job Purpose

Ensuring the smooth running of the human resource functions of the Program Area and making sure that the Program Area is in adherence to internal policies and Zambian labour laws.

Primary Responsibilities and Duties

  • Handle contractual arrangements for new, continuing and exiting staff
  • Manage staff induction and probation periods at the Project Area.
  • Establish personnel files ensuring that necessary information is available and are appropriately filed.
  • Respond to human resources-related staff queries and concerns at the Project Area.
  • Advise the Project Area Management on all aspects of the Labor related matters.
  • Implement the organization’s human resources policies and ensure compliance by all staff at the Project Area.
  • Track staff movements and communicate any monthly changes to payroll to the Human Resources Manager.
  • Contribute towards promoting and adhering to organization’s Mission, Statement of Faith, core values and operating procedures.
  • Facilitate the development of organizational culture that is in line with organization’s vision, mission, and display Christian core values.
  • Facilitate the creation of the conducive work environment by overseeing the health and safety of all staff.
  • Prepare and manage the annual Program Area Human Resource budget and participate in the budgeting process ensuring that all human resource plans at the Program area are included.
  • Oversee the performance management process, including setting performance objectives, conducting appraisals, and providing feedback to ensure the continuous development and effectiveness of employees
  • Staff development and other team building activities at the Program Area.
    Maintain project organizational chart update regularly.
  • Monitoring general staff performance and attendance.
  • Provide supervision to the Procurement Officer and Administrative Assistant.
  • Provide support to the HR Office at Country level whenever necessary.
    Perform any other duties as may be assigned by supervisor.

Minimum Education and Experience Competencies

  • Degree in Human Resource, Business Administration or related field.
    5 years’ experience as Human Resource Practitioner or related experience.
  • A member of the Zambia Institute of Human Resource Management and must possess a valid practicing license.
  • Good understanding of Zambian Labour laws.
  • Good experience of running recruitment campaigns including knowledge of competency-based interviewing.
  • Ability to advise, support and where necessary counsel staff on HR-related issues.
  • Experience with an international non-governmental organization is a definite advantage.
  • Ability to develop and revise policies, Job Profiles and other human resource systems.
  • Strong in developing human resource and administrative systems.
  • Ability to work with minimal supervision.
