Name of the position:  Monitoring, Evaluation, Accountability and Learning Assistant Officer

Location:  Mongu ( With frequent visits to Project location)

Contract duration: (From June to December 20224 with possibility of extension ) 

Start Date: (As soon as Possible) 

Line Manager:  Project Manager

Tasks and Responsibilities

a.       Monitoring, Evaluation, Accountability and Learning

  • Design data collection methodology (sampling, data collection tools and process), data analysis and self-verification for project evaluation purposes.
  • Draft, with support from the line manager, key M&E tools such as ITT, results framework, monitoring checklists etc. for the project and ensure all tools are updated regularly.
  • Ensure adherence to the M&E framework with direction from the line manager and project manager.
  • Ensure that project feedback, results and lessons learnt are effectively and regularly shared in order to adjust and improve project approaches and delivery.
  • Actively participate in carrying out surveys or other data collection activities (observations, discussion groups, household surveys, etc.).
  • Participate in training of enumerators and prepare questionnaires in kobo in coordination with the project team
  • Collect nutrition data from all facilities in the districts and prepare monthly and quarterly reports and participate in nutrition data review in all districts
  • Update and maintain disaggregated database for surveys and needs assessments carried out for the project regularly and archive them in ELO and Sharepoint
  • Ensure proper management of MEAL equipment (tablet, power bank, charger, etc.) and ensure that everything is functional before the teams go to the field.

b.       Community Feedback and Response Mechanism (CFRM)

  • Oversee the development and implementation of CFRM framework for the project.
  • Ensure the developed communication tools for CFRM are beneficiary friendly.
  • Handle the serious complaint with confidentiality and discuss the matter according to its gravity, with the relevant authority.
  • Maintain the database of feedback & complain received and communicate to the relevant authorities on periodic basis.
  • Share the learnings generated from CFRM to managers for effective or adaptive programming.
  • Follow up on the resolution of complaint with managers, receive their response and communicate to beneficiary accordingly.

c.        Coordination, Liaison and Communication

  • Ensure project manager and project team receive timely support through routine coordination mechanism.
  • Work with other departments as required to ensure adherence to all internal procedures related to finance (advance request, settlement), logistics and PIN policies at all times
  • Ensure all learnings and important informational outputs from different MEAL activities are communicated to project staff, particularly the Project Manager
  • Ensure close coordination with MEAL Officers for advice and technical guidance

d.       Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies
  • Participate in training and awareness raising (CoC and KP, Safeguarding…)
  • Support the project manager in the implementation of Safeguarding measures throughout the project cycle including risk analysis related to SEAH and Child protection at the project/program level and develop a mitigation plan accordingly.
  • Create and maintain a fulfilling and protective environment

Required Skills, Education, Experience and Behavioural Competencies:

  • Education and Experience:
  • A bachelor’s degree in a related field eg. Social Science, Development Studies, Nutrition and Health
  • At least 2 years of experience in MEAL with knowledge on data collection

Skills and Competencies:

  • Strong organizational skills
  • Excellent communication and interpersonal skills
  • Ability to work independently and as part of a team
  • Proficiency in relevant software applications (Word, PowerPoint, Excel, Kobo etc)
