General Summary and Background                                                             

The USAID Zambia Program for Advancing Supply Chain Outcomes (PASCO) project is implemented by Chemonics International Inc and its subsidiary, Connexi, under contract with the United States Agency for International Development (USAID). In collaboration with the Zambia Medicines and Medical Supplies Agency (ZAMMSA) and the Zambian Ministry of Health (MOH), USAID PASCO is a commodity distribution project that works to create sustainable access to health commodities at the last mile by enhancing the use of private sector, third-party logistics (3PL) providers in Zambia’s national health supply chain.

The project seeks to recruit for the position of:

Job Title         :  Third-Party Logistics (3PL) Officers – x2

Reporting to   :  Third-Party Logistics (3PL) Manager

Principal Duties and Responsibilities

The 3PL Officer/s will execute activities of PASCO’s Logistics Directorate and will work under the supervision of the 3PL Manager. The Logistics Directorate is responsible for regular coordination with ZAMMSA on distribution planning activities (i.e. distribution loading plan development and dispatch optimization), management and monitoring of 3PL vendors against established KPIs, reconciliation of proof of delivery documentation against prescribed loading plans and delivery orders, and implementation of last mile distribution activities as per contractual targets and work plan activities. The following will be the principal activities of the 3PL Officer/s:

(1)   Distribution mechanism data capture.

(2)   3PL KPI dashboard data updates.

(3)   Dispatch Route Optimization (DRO) tool data management.

(4)   Ad hoc support to 3PL Specialists in distribution planning and execution.

Specific Tasks

  • In coordination with the 3PL Specialists, track and record the distribution mechanisms through the data on vehicles dispatched from ZAMMSA. These mechanisms include:

– 3PL distribution

– ZAMMSA distribution

– Self-collections

  • Work closely with the PASCO Performance and Monitoring, and Data Analysis team (PMDA) to ensure that the 3PL KPI dashboards are updated within a week of data capture.
  • In coordination with the 3PL Specialists, track and escalate any variations in distances and coordinates of service delivery points between the Dispatch Route Optimizer’s planned and actual delivery.
  • Ensure that the 3PL vendors share distribution tracking reports with all stakeholders daily.
  • As assigned by the 3PL Manager, provide ad hoc support to 3PL specialists in fulfilling their respective responsibilities. 3PL Specialist responsibilities include, but are not limited to, distribution planning, distribution purchase order preparation, journey management planning, 3PL distribution execution and monitoring, and proof of delivery (POD) review and validation.
  • In the absence of 3PL specialists (due to leave or otherwise), directly execute 3PL specialist tasks to ensure sustained 3PL operations.
  • Carry out additional responsibilities as may be assigned from time to time by the supervisor of record or his/her designee.

Minimum Education Qualifications, Experience, and Competencies

  • Diploma in relevant field required (Supply Chain, Logistics, Business Administration, Management, or other related field).
  • Minimum two (2) years of experience, with direct experience in data management for logistics required.
  • Experience directly working with third party logistics (3PL) distribution preferred.
  • Experience on international donor-funded projects and/or direct work in the private sector is preferred.
  • Ability to work effectively with diverse stakeholders.
  • Strong computer literacy and proficiency in Microsoft programs required (Outlook, Word, Excel, Access, PPT, Teams, SharePoint, etc). Advanced proficiency in MS Excel and Access is required.
  • Strong written and oral communication skills.
  • Excellent problem solving and decision-making skills.
  • Written and spoken English proficiency.

Location of Assignment

The location of assignment is Lusaka, Zambia with intermittent travel throughout the country.
